摘要
近年來,在重大能源政策推行之前,透過更多社會溝通與民主參與,使得能源議題的思考與因應,得以整合整體社會與在地脈絡的觀點。這種提升決策正當性與社會接受度的作法,已逐漸受到許多國家的重視。其中,歐盟針對能源政策的社會溝通與民眾參與,發展了一系列的應用工具與執行經驗。本文即以歐盟於「創造社會接受度」(Create Acceptance)計畫發展出來,並廣泛運用至多國的「ESTEEM」(Engage Stakeholders Through a Systematic Toolbox to Manage New Energy Projects)計畫為例,就其整體執行的模式、程序與步驟,進行系統性的分析。同時,本文藉由歐盟各國個案經驗的討論,及其政策背景與社會脈絡的爬梳,觀察在執行過程中,如何透過不斷反覆溝通、辨識各利害關係人的不同期待和關注議題,以及透過資訊的公開透明與充分告知,建立各個行動者之間的信任關係。此外,社會制度的創新,也有助於擴大能源政策的社會支持與信任基礎,例如德國、丹麥的能源合作社制度,賦予公民及社區能源自主權和參與管道,皆對推動新興能源計畫扮演重要角色,有助擴大能源政策的社會支持與信任基礎。

Abatract
In recent years, the creation of public participation and social communication in response to the energy policies has become a critical issue. Regarding to enhance the legitimacy and social acceptance, it is important to integrate different perspectives from the whole social concerns and local context in the early stage of energy policy making. The paper examines the Create Acceptance Program and “ESTEEM" (Engage Stakeholders through a Systematic Toolbox to Manage New Energy Projects) Program, supported by the EU, to facilitate social communication and participatory democracy of energy policy. This study conducts a systematic analysis about the models and mechanisms of the program, including their rationales and process. After reviewing closely about the cases in EU countries, the paper finds that trust building between different actors would play a key role for creating social acceptance of energy policy. The identification of stakeholders and their concerns, also the open and transparent communication process, would greatly assist the implementation of energy policymaking. It is worth noting that the innovation of social institutional, such as energy cooperatives in Denmark and Germany, which allow citizens to participate and share the benefits of energy development, would be of great help to the creation of social acceptance of energy policy.
