In order to tackle the issue of insufficient battery stamina of electric-scooters, electric-scooter companies in Taiwan are independently adopting rechargeable or exchangeable batteries as a solution. Independent adoption, however, results in brand-specific batteries that have low sales volume and high manufacturing costs. To provide the consumer with a seamless battery supply and reduce costs, the idea of using a generic cross-brand battery and cross-brand management of a shared consumer network for battery exchange has thus been proposed. However, product recall after the explosion event of the Samsung Galaxy Note 7 mobile phone’s generic battery uncovered the underlying accountability issue of a generic battery. Out of concern for this accountability issue and out of respect for the free market economy, the Ministry of Economy called off policy planning for the generic battery in 2018. This study utilized an original technique to propose a model for the unmanned charging and exchanging of cross-brand batteries that will tackle the issue of insufficient electric-scooter battery stamina. The original technique is termed “foresighted directional system thinking” and its research method is as follows. First, identify through a questionnaire that battery exchange is the consumer’s preferred means for attaining power supply. Then, investigate the required features of a suitable battery exchange model that can meet the needs of the target market by using the Kano Model to distinguish the rational from the emotional elements of consumers’ needs. These important consumer-requested features are then input in the house of quality during Quality Function Deployment (QFD) analysis to generate the engineering characteristics needed for a new battery exchange model that is unmanned, can charge batteries, and can accommodate various brands of batteries. Use additional analysis implementing the Blue Ocean strategy to reveal that this new conceptual product can break through the existing dilemma of the generic battery. Finally, use systematic TRIZ-based analysis to efficiently offer pointed solutions to technical contradictions to produce a suitable mechanical configuration for the proposed battery exchange model that synergizes different battery specifications across brands and models into one solution. One unmanned charging and exchanging model for all brands of batteries satisfies eager consumer demand, achieves collaborative management of a shared consumer network, and promotes the widespread use of electric-scooters by the entire populace.
