Title: APEC Environmental Goods Agreement: The Trade Effects and the Export Potential Assessments

摘要: 環境商品貿易自由化是達成全球綠色經濟目標重要的推動力之一，如亞太經濟合作會議 (APEC)已於2016年完成降低環境商品關稅至5%或以下的目標，世界貿易組織(WTO)亦於2014年底重啟環境商品談判，至2017年已有包括我國、美國、歐盟、及中國大陸等18國參與談判，顯見透過降低環境商品貿易障礙以促進綠色商品的應用及普及，已廣為國際談判場域、政府政策執行及學研界所討論。本研究主要目標有二：其一為評估區域環境商品降稅之貿易效果，重點工作聚焦於釐清環境商品的定義，並分析比較APEC環境商品降稅承諾對於相關綠色產業的影響效果及對區域貿易量的影響；其二為延伸研究至評估環境商品出口潛能。研究結果發現，經濟規模與人均所得對 APEC區域環境商品貿易有顯著的正向影響，另外，即使APEC區域內的環境商品貿易已幾近充足，貿易自由化明顯將有助於創造更多的貿易效果。

Abatract: Trade liberalization of environmental goods and services (EGS) is one of the important driving force for global green economy. The Asia-Pacific Economic Cooperation (APEC) has reached the goal to reduce applied tariff rates to 5% or less by 2016. The World Trade Organization (WTO) also restarted the negotiations on environmental goods in the late 2014. To reduce trade barriers for environmental goods so as to promote the application and popularization of green products has been widely discussed in the fields of international negotiations, the implementation of government policy and research community. This study is expected to complete a two-stage research as follows: Firstly, we focus on the trade effects of regional environmental goods tariff reduction by clarifying the definition of environmental goods, and analyzing the trade effects on green industry after the tariff reduction of APEC environmental goods. Secondly, we evaluate the export potential of environmental goods. The study found that economic scale and per capita income have a significant positive impact on the environmental commodity trade in the APEC region. In addition, even if the environmental commodity trade in the APEC region is almost sufficient, trade liberalization will obviously help create more trade.
