摘要
近年來氣候變遷議題受到各國政府與企業重視,紛紛提出其減碳目標與一系列策略或法案, 以加強其國內減碳力道,同時致力於能源轉型與淨零碳排的工程。根據政府間氣候變化專門委員 會(IPCC)指出,能源部門約占當今四分之三的溫室氣體排放量,是造成氣候變遷影響的關鍵因素 之一,這也可能是人類本世紀面臨的最大挑戰之一。因此,聯合國氣候變遷會議通過之巴黎協定 (Paris Agreement),設定目標將全球暖化幅度控制不超過2oC,且同時尋求將氣溫升幅進一步限制在 1.5oC,這目標將要求各國與各企業對能源的生產、運輸和消費方式進行徹底的轉變,同時面對國際 上一系列對於加強減排力道的法案或倡議,將促使企業面臨減碳壓力日漸增強。我國亦於2022年提 出淨零轉型之階段目標與行動,其中在2050淨零路徑規劃中,規劃負碳技術將分別於2030年、2050 年進入示範階段與普及階段,更針對燃煤與燃氣電廠依碳捕捉利用及封存(CCUS)技術發展進程導 入運用設定階段里程碑。臺灣未來推動碳捕捉封存不僅使二氧化碳排放量大幅降低,另一方面也可 確保電力供應無虞,維持電力、鋼鐵與石化等產業之永續發展,達到經濟繁榮及能源轉型之目標。

Abatract
In recent years, climate change has been a major concern for governments and companies worldwide, with many proposing carbon reduction targets and a series of strategies or acts to strengthen their domestic carbon reduction efforts, as well as committing to energy transformation and projects aimed at achieving net zero carbon emissions. According to the Intergovernmental Panel on Climate Change (IPCC), the energy sector accounts for about three-quarters of current greenhouse gas emissions and is one of the key contributor to climate change – one of the greatest challenge humanity faces this century. Therefore, the Paris Agreement adopted by the United Nations Climate Change Conference, sets the goal of limiting global warming to below 2°C, and seeking to limit the temperature increase to 1.5°C. This target will require countries and companies to thoroughly transform their production, transportation, and consumption of energy, while facing a series of international laws and initiatives to strengthen emission reduction efforts, which will increase the pressure on businesses to reduce their carbon footprint. The Taiwan government also proposed the phased goals and actions toward net-zero transition in 2022. In the 2050 Net-Zero Emission plan, negative emission technologies are planned to enter the demonstration and at scale stages by 2030 and 2050, respectively. In addition, milestones are set for the installation of CCS in coal and gas-fired power plants. Through the promotion of CCS technology, Taiwan not only greatly reduces CO2 emissions, but also ensures a safe power supply, maintains the sustainable development of power, steel and petrochemical industries, and ignites economic prosperity and energy transformation.
