- 由美國、日本、澳洲及印度組成「四方安全對話」(Quad)被視為處理印太地區事務之首要團 體，印度提出之「四方乾淨氫戰略倡議」(Quad Clean Hydrogen Strategic Initiative)乃重大觀察指標。 首先，本研究探討Quad之歷史演變軌跡、乾淨能源供應鏈原則聲明；再者，透過比較個案研究法分 析美國、日本、澳洲及印度在氫能源政策發展現況；第三，援引四國雙邊外交關係定位來檢視彼此 氫能源合作內容。最後，發現國際合作機制賦予美國、日本、澳洲及印度透過多邊互動機制及雙邊 外交關係定位促進氫經濟實現淨零碳排的目標。

- Abatract
- The 'Quad,' composed of the United States, Japan, Australia, and India, is regarded as the primary group for handling affairs in the Indo-Pacific region, and India's proposed 'Quad Clean Hydrogen Strategic Initiative' is considered a significant milestone. Firstly, this study examines the historical evolution and principles outlined in the Clean Energy Supply Chain declaration of the Quad. Secondly, through a comparative case study approach to analyzes the current status of hydrogen energy policy development in the United States, Japan, Australia, and India. Thirdly, it references the bilateral diplomatic relationships of the four countries to examine the content of hydrogen energy cooperation. In conclusion, this study find that international cooperation mechanisms empower the United States, Japan, Australia, and India to promote the goal of achieving a net-zero emissions in the hydrogen economy through multilateral interactions or positioning in bilateral diplomatic relationships.
