- 本研究以《台灣電力股份有限公司再生能源發電系統併聯技術要點》中華民國110年11月23日 修正版本為分析對象,重點討論輸電等級再生能源規定,主要討論的項目包括高/低電壓持續運轉 能力、電壓持續運轉範圍及離岸風場實功控制能力。 為了提供全面的研究成果,研究團隊分析歐美先進國家的相關法規作為參考,同時,團隊還召 開了諮詢會議,徵求國內專家、學者及業界的建議。研究團隊深入探討兩大主題:電壓及頻率的持 續運轉能力和離岸風場的實功控制能力。 在電壓持續運轉能力方面,團隊提出兩項建議。首先,明確規定電壓運轉區域,不只依賴電 壓持續運轉曲線的推斷。其次,對於高/低電壓開始時間的判定,應考慮電壓在緊急電壓持續運轉 範圍內外往返的情境。另外,我國法規目前無法處理連續電壓偏差的情況,建議參考美國IEEE Std 2800的定義,透過時間窗累積計算各電壓範圍的持續運轉時間。 針對離岸風場的實功控制能力,研究主要討論升載變化率。我國法規未明確規定計算方法、 時間窗及使用情境,建議在法規中明確規定不同的計算方法及時間窗,確保合規判定的一致性。另 外,目前我國法規適用於正常運行時的升載變化率,而美國、愛爾蘭及中國規範正常運行時的升降 載率時是根據系統特性即時調度。

- Abatract
- The research focuses on analyzing the revised version of the "Technical Guidelines for Grid Connection of Renewable Energy Generation Systems" by Taiwan Power Company, dated November 23, 110 (2021). The main emphasis is on the transmission-level requirements for renewable energy, particularly ad-dressing high/low voltage ride-through capabilities, voltage operation regions, and offshore wind farm ac-tive power control capabilities. To provide comprehensive research results, the team references relevant regulations from advanced countries in Europe and America. Additionally, the team held consultation meetings to gather input from domestic experts, scholars, and industry professionals. The research delves into two main themes: continuous voltage and frequency operation capabilities, and active power control capabilities for offshore wind farms. Regarding voltage ride-through capabilities, the team presents two recommendations. Firstly, it is suggested to clearly define voltage operation regions, rather than relying solely on inferred voltage ride-through curves. Secondly, for determining high/low voltage start times, voltage fluctuations within the emergency voltage ride-through range should be considered. Furthermore, the current regulations in our country do not address consecutive voltage deviations, and it is advised to adopt the definition used in the US IEEE Std 2800, which calculates the continuous operation time within specific voltage ranges using time windows. Regarding the active power control capabilities for offshore wind farms, the research primarily discusses ramp rates. The existing regulations in our country lack specific guidelines for calculation methods, time windows, and usage scenarios. It is recommended to establish clear regulations in this regard to ensure consistency in compliance assessments. Additionally, the current regulations in our country apply only to ramp rates during normal operation, while countries such as the US, Ireland, and China regulate load ramp rates based on real-time system characteristics.
