摘要
本研究旨在利用現代投資組合理論的概念,探討陸域風力發電在臺灣能源產業中的配置。本研 究使用降尺度的氣候模式資料,分析在不同增溫情境下的風速資訊及其空間分布特性。為實現2050 年淨零排放目標,政府推動能源轉型,增加再生能源比例。然而,與傳統發電相比,再生能源受氣 候因素影響較大,因此夏季的發電量與穩定性尤為重要。本研究採用投資組合模型方法,觀察暖化 情境下發電量和穩定度的變化,並探討不同風場風機配置的效果。研究結果顯示,在所有情境下, 平均配置風機並非最佳選擇。若要實現最穩定的發電,風機應主要設置於麥寮風場;若追求最大預 期發電量,則應主要設置於觀園風場。這些結果為未來風力發電設施的最佳配置提供了重要參考, 並對政策制定者在推動能源轉型時的決策具有實質性價值。

Abatract
This study aims to apply the concepts of modern portfolio theory to explore the allocation of onshore wind power generation in Taiwan's energy industry. Using downscaled climate model data, we analyze wind speed information and its spatial distribution characteristics under different warming scenarios. To achieve the goal of net-zero emissions by 2050, the government is promoting energy transition and increasing the share of renewable energy. However, compared to conventional power generation, renewable energy is more affected by climate factors, making summer generation and stability particularly crucial. This study employs portfolio modeling techniques to observe changes in generation and stability under warming scenarios and examines the effects of different wind farm configurations. The results indicate that a uniformly distributed configuration of wind turbines is not the optimal choice in any scenario. To achieve the most stable generation, turbines should primarily be installed at the Mailiao Wind Farm; for maximum expected generation, they should be mainly set up at the Guanyuan Wind Farm. These findings provide important references for the optimal configuration of future wind power facilities and have substantive value for policymakers in driving energy transition.
