- 2030年全球儲能市場將以每年21%的速度成長,達到137GW/442GWh,未來全球儲能市場將持續呈 現多元化發展趨勢,由於國際儲能系統建置量持續增加,而舊有的案場也將面臨退場終運/除役的 因應作為。 本文研析以電力自由化較早的美國、事故經驗較多的韓國為主,另儲能系統主要係由鋰電池 組合,適逢歐盟於2023年推出《電池與廢電池管理法案(REGULATION (EU) 2023/1542)》,彰顯電 池、儲能產業對於循環經濟的重視與急迫性,亦針對歐盟進行探討。本文研析儲能相關退場規範, 並透過國際儲能案場退場資訊,探詢儲能案場年限屆期作法,以及是否已有運作年限已達屆期,或 因各種原因退場、除役、終運之案場案例,以了解儲能系統退場終運的要求與程序資訊。 盤點國際間儲能案場年限屆期處置現況作法:1. 由生產者責任制角度出發,電池退回供應商處 理;2. 參考當地危險物品或廢棄物管理條例;3. 透過專業儲能案場退役回收顧問處理公司,協助退 場終運。另根據紐約州《電池儲能系統示範法》,建議新建案場考量退場終運的規畫,因此本研究 建議未來儲能業者在興建案場時,亦可規劃退役計畫,先思考退場時電池、設備該由誰負責。

- Abatract
- Climate change, or global warming, is causing extreme weather, the circular economy strategy and use renewable energy can reduce carbon emissions from industrial processes and mitigate the global climate change problem. Out to 2030, the global energy storage market is bolstered by an annual growth rate of 21% to 137GW/442GWh by 2030, according to BloombergNEF forecasts. This indicates a trend toward a diversified global energy storage market, with expanding installations of storage systems worldwide. As a result, many existing facilities are now approaching decommissioning or end-of-life stages, which calls for decommission plan. The study mainly examines the United States, which liberalized its electricity market earlier, and South Korea, which has a higher incidence of energy storage accidents. In addition, since energy storage systems are mainly composed of lithium batteries, the EU’s Battery and Waste Battery Management Act (REGULATION (EU) 2023/1542) launched in 2023 highlights the growing importance and urgency of circular economy practices within batteries and energy storage industry. Therefore, this study also explores relevant EU regulations. Taking stock of the current state of BESS decommissioning, we conclude that: (1) Implement a producer responsibility approach, where batteries are returned to suppliers for disposal; (2) Adhere to local hazardous materials and waste management regulations; (3) Engage professional decommissioning and recycling consulting firms to assist in managing end-of-life processes. Additionally, based on New York State’s Battery Energy Storage System Model Law, new facilities should incorporate decommissioning plans from the outset. Therefore, this study recommends that energy storage developers integrate decommissioning plans when constructing new facilities, including determining responsibility for batteries and equipment at the end of their operational lifecycle.
