摘要
本文旨在檢視並比較美國、英國、歐洲及澳洲在再生能源併網系統中的電網形成技術規範。由 於目前國內尚未針對電網形成型變流器制定專屬技術規範,本文將基於國際先進電力系統的相關標 準與指引,進行條文內容的彙整與實務比較,並針對我國的制度背景與產業結構,提出初步建議, 期望為推動我國電網形成型技術規範提供參考,以因應高比例再生能源併網的挑戰,並為推動電網 形成控制技術,提供具體可行的方案。 本文蒐集並解析各國對於電網形成技術的要求內容。分析範圍涵蓋虛擬同步機控制技術、下垂 控制策略、性能測試指標、通訊相容性規範,以及在併網與獨立運轉時的控制行為,進而剖析各國 設計的差異與技術特性,以作為後續政策與技術研擬之參考。 本文透過研析國際標準與法規內涵,對照我國現行《再生能源發電系統併聯技術要點》進行整 體檢視,並辨識尚未涵蓋之電網形成功能項目,進而提出未來修訂方向與分階段導入策略。研究成 果可作為臺灣發展具備電壓與頻率支撐能力之再生能源電廠的重要依據,並有助於提升我國電力系 統在能源轉型過程中的穩定性與韌性。

Abatract
This study aims to examine and compare the grid-forming technical standards for renewable energy grid integration systems in the United States, the United Kingdom, Europe, and Australia. As there are currently no specific technical standards for grid-forming inverters in the domestic regulations, this study consolidates and practically compares the relevant standards and guidelines from advanced international power systems. Based on the institutional context and industry structure in Taiwan, preliminary recommendations are provided with the goal of offering a reference for the development of domestic gridforming technology standards. This is intended to address the challenges posed by the high proportion of renewable energy integration and provide feasible solutions for promoting grid-forming control technologies. This paper collects and analyzes the technical requirements for grid-forming technologies across various countries. The scope of the analysis covers virtual synchronous machine control technology, droop control strategies, performance testing criteria, communication compatibility standards, as well as the control behavior during both grid-connected and islanded operations. It further examines the differences in design and technical characteristics across countries, serving as a reference for the development of future policies and technical strategies. By analyzing the content of international standards and regulations and comparing them with Taiwan’s current Technical Guidelines for Grid Connection of Renewable Energy Power Systems, the study identifies the grid-forming functionalities that are not yet covered and proposes directions for future revisions and phased implementation strategies. The research outcomes serve as an important basis for the development of renewable energy power plants in Taiwan that are capable of providing voltage and frequency support, and they will help enhance the stability and resilience of domestic power system during the energy transition process.
