摘要
行政院於「永續能源政策綱領行動方案」中訂定了「低碳城市方案」,整合地方政府資源推動城市減碳計畫,規劃2020年完成北、中、南、東4個低碳生活圈。考量未來低碳城市的最小執行單位介於村里與鄉鎮之間,縣市擬定具有在地化與降尺度之氣候變遷減緩方案,係為推動節能減碳與環境永續主要路徑之一。然而,國內尚未有案例以科學化數據提出鄉鎮市層級之具體減碳策略。因此本研究擬定鄉鎮層級之溫室氣體盤查程序,以及住商部門與交通部門之減緩情境模擬,分別模擬樂觀、普通、悲觀情境下推動節能技術數量之可行性,以擬定合適低碳生活圈所需投入資源。同時以地理資訊圖像化之概念,將鄉鎮層級之資料建立可檢視管理平台,建立區域碳管理方法,以建立低碳生活圈整體低碳永續之目標。

Abatract
Based on the “Sustainable Energy Policy Action Plan” from the Executive Yuan, which is part of the “Low Carbon Cities Program” that integrates local government resources to promote the development of carbon-reduction towns. The government will implement low carbon plans in four low-carbon living areas in northern, central, southern and eastern Taiwan in 2020. The smallest scale of a low-carbon city is executed between the village and the city's townships. Therefore, the first and main pathway of reducing carbon emission should be developing the localized mitigation program, which the local government promotes energy conservation to overcome climate changes.
However, there was not yet the case to make specific township level of carbon reduction strategies by scientific data. Therefore, this study proposed township level of greenhouse gas inventory procedures, as well as residential and commercial sector and the transport sector's mitigation scenario modeling. Simulations could calculate the number of energy-saving technology to promote the hopeful, normal, and worse scenario, in order to develop the allocation of carbon management in low-carbon spheres. While the carbon emission map by geographic information, the establishment of regional carbon management method can create a low-carbon and sustainable goals for low-carbon spheres.
