摘要
本文主要是蒐集、分析並比較現行美國加州與德州的分散式電源申設技術流程,並著重於併網申設流程與併網審查研究流程等兩部分。併網申設流程主要是討論申設流程、審查時間與審查費用等行政面規範;併網審查研究流程主要是說明技術審查項目、技術審查流程及技術改善建議等技術面規範。在綜合討論中,本文將德州與加州併網申設流程與審查研究流程中的關鍵項目進行相互比較,並特別針對各措施的施行優點進行評析。本文將可作為我國未來修訂再生能源申設流程與技術審查規範之參考資料。

Abatract
The main goal of the article is to collect, analyze and compare the distributed generation (DG) grid-interconnection processes currently implemented in California and Texas, and focus on the grid-interconnection flowchart of applications and settings and grid-interconnection technical framework. The contents in grid-interconnection flowchart are to define the application with interconnection request fees and schedules, utility review, interconnection agreement, installation and commissioning. Some technical items, review screens and suggestion to mitigate impact on DG interconnection are described in the grid-interconnection technical framework. Finally, a comprehensive discussion is given to compare the DG grid-interconnection processes in the two places. The article is of value to be the reference for amending the grid-interconnection processes and technical review screens in Taiwan.
