摘要
本研究深入澎湖縣各級離島進行實地訪談,收集當地居民使用能源情形。調查資料結果顯示,99%澎湖縣住家都裝有熱水器,其中電熱水器者占50%、瓦斯熱水器占47%、太陽能熱水器占3%;大多數住家每月每戶使用20公斤桶裝瓦斯數量都是1桶至3桶之間,占全部的63.4%;居民家中未裝有冷氣機,占全部的12.8%,裝設1台與2台均占27.3%,3台以上有32.6%;居民夏季一台冷氣一天平均開機時間以3-6小時最多,占全部有冷氣住戶的35%;居民家中都有冰箱,更有些住家擁有2或3台以上的冰箱;一級離島居民家中沒有冷凍櫃,而37%二、三級離島居民家中有冷凍櫃。此外根據臺灣地區與澎湖縣各離島家戶使用電器情形比較,整體來看,家用電器使用最普及的是電鍋/電子鍋、飲水機與洗衣機,而在其它家戶使用電器的數量上,澎湖各級離島都比臺灣地區少,特別是二、三級離島的普及率更低。以電腦為例,在澎湖縣二、三級離島之普及率明顯低於臺灣地區以及澎湖縣一級離島。但是以冷凍櫃使用情形來看,因為交通不便的因素,反而是澎湖縣二、三級離島使用普及率較高,每戶平均都有1台以上的冷凍櫃,這項家用電器用品在臺灣地區及澎湖縣一級離島都屬罕見之物。其次,澎湖縣部分二級與所有三級離島因政府採每戶每月固定電價收費,加上瓦斯運輸不便且售價略高,導致居民易於過度使用電力能源,與政府節能減碳宗旨不相符合,有待相關單位思考改進。

Abatract
In this study, a field research was conducted through interviews on offshore islands at various levels of Penghu County to investigate the energy usage of residents. The results show that 99% of the households in Penghu County have installed water heaters, of which 50% are electric water heaters, 47% are gas water heaters, and 3% are solar water heaters. Most of the households consume between one and three 20-kg liquefied petroleum gas cylinders per month, accounting for 63.4% of all of the respondents. The households without installing air conditioners account for 12.8% of all of the respondents. Among the householders installed air conditioners, 27.3% have one to two air conditioners, and 32.6% have three or more air conditioners installed. In summer, the residents turn on their air conditioners for an average of 3 - 6 hours per day, accounting for 35% of all of the respondents who have an air conditioner at home. All of the households have a refrigerator at home, and some of the households have two, three, or even more refrigerators. The residents on Level 1 offshore islands are generally not equipped with chest freezers, whereas 37% of the households on Level 2 and 3 offshore islands are equipped with at least one chest freezer. Moreover, a comparison of household appliance usage in mainland Taiwan with that on the offshore islands of Penghu County reveals that, overall, the most commonly used household appliances are steam cookers/rice cookers, water dispensers, and washing machines. For other household appliances, Levels 2 and 3 offshore islands have lower use penetration rates as compared with those in mainland Taiwan and on Level 1 offshore island of Penghu County, particularly for the use of computers. By contrast, the use penetration rate for chest freezers on Levels 2 and 3 offshore islands of Penghu County is obviously high, and each household has one or more freezers on average. This appliance is not a commonly observed household product in Taiwan or on Level 1 offshore islands of Penghu County. Furthermore, because of the government policy, every household on parts of Level 2 offshore islands and on all Level 3 offshore islands of Penghu County has a benefit of fixed monthly charge of electricity. Furthermore, the transportation of liquefied petroleum gas is also inconvenient, and the gas price is slightly higher, leading to the tendency of residents to consume excessive amounts of electrical energy, which does not correspond with the aim of the government to conserve energy and reduce carbon emissions. The relevant authorities’ reviews and improvements are, thus, required.
