摘要
在能源成本高漲與環保意識抬頭的今日,提升能源效率成為緩解上述難題良方之一。其中,工業部門因能源消耗量大,提升工業部門能源效率已成為首要面對問題。日本作為當前世界能源效率最佳國家之一,其多項產業能源效率已達世界最佳水準。探討日本能源效率原因,除設備及製造技術因素外,其工業能源管理及查核制度對工業部門之能效推升具有重要貢獻。日本現行工業能源管理及查核制度,其基本架構源於2008年省能源法(省エネ法)修法,該次修法重點包含改變能源查核對象、針對耗能產業設訂效率標竿值(ベンチマーク, Benchmark)及共同節能辦法(共同省エネルギー事業)。由於我國與日本皆為缺乏礦產資源國家,須仰賴大量能源輸入,兩國皆面臨相似之困境,故本研究希望藉由探討日本節能政策與其工業能源管理制度,提供另一種面向的能源管理思維,作為未來我國節能工作發展之借鏡。

Abatract
Energy efficiency improvement is one of the solutions to rising energy cost and environmental awareness. The promotion of energy efficiency in the industrial sector has become the top priority because of large energy consumption. Japan has an outstanding performance on energy efficiency: a number of industrial energy efficiency have dazzling performance ahead of the world. In addition to the improvement of manufacturing equipment efficiency, energy management and energy audit system play a key role to improve Japan’s energy efficiency. This study focuses on Japanese energy management and energy audit in industrial sector. Because Taiwan and Japan are both short of mineral resources, the analysis of Japanese energy efficiency policy and its management, focusing on the periods after 2008 Revised Energy Conservation Act that including the energy audit object changed and benchmark of energy-intensive industries, could be a reference to Taiwan.
