- 電力是國家經濟發展及民生的必要條件,如何提供穩定電力供輸是國家經濟發展的重要課題。臺灣位處歐亞大陸板塊與菲律賓海板塊交界處,山地與自然環境敏感地帶遍布,部分電力設施建造於環境地質易致災區,在外力誘發下易肇生災變,如民國88年臺南左鎮326電塔與中寮超高壓開閉所災變,造成了全國性的大停電,對國家經濟影響的層面極廣。本研究選取數個典型電力設施所在廠址,以環境地質的角度,進行電力設施之『易致災區之環境地質評估』,期建立電力設施廠址環境地質體檢之範本,供後續相關設施選址及保全施工的參考。本研究之結果歸納說明如後:(1)部分發電廠分布於濱海或河岸新生地,宜注意河岸或海岸的侵蝕。(2)山坡地之變電所常為人工整坡階地,宜注意填方抗震與邊坡災害。(3)電塔廣泛分布於平原與山地間,包括有斷層帶、舊河道液化、順向坡滑動與向源侵蝕等環境地質問題。

- Abatract
- Electric power is one of the key elements in human life and economic development for a country. A stable power supply is an important issue in modern life. As Taiwan is located at the collision zone of the Eurasian Plate and the Philippine Sea Plate, the complex tectonic structures make Taiwan prone for geological hazards. It is therefore important to keep the power facilities away from geo-hazards. In 1999, two ultra-high voltage towers, which are located in Tainan and Nantou areas, respectively, were collapsed due to geological hazards. This study examines the environmental geological conditions at high voltage tower sites as examples. Several conclusions can be drawn from our study: 1) coastal erosion is the most probable hazards for power facilities located at the coasts; 2) cautions should be exercised for power facilities located in areas of manmade landfills along slopes, which are susceptible for earthquake shaking and slope instability; 3) many power towers are located at geo-hazard-prone areas, such as fault zones, paleo-channel infills susceptible for liquefaction, slides along dip slopes and headwater erosion. Geological hazard assessments should be carried out at hazard-prone areas to prevent important power facilities from damaging.
