- 本文目的在於利用冷氣機產品管理數據進行分析,探討政府推行強制性能源效率分級制度之政策效果,並以冷氣機產品為例。首先,透過產業結構與產業集中度了解政策的推行是否有助於冷氣機產業能源效率結構之提升。其次,以非參數迴歸觀察是否因政策之推行使得產品節能技術進步;並以參數迴歸瞭解產品年耗用電量的影響因素,且運用特徵價格與需求模型,進行需求價格彈性分析。本研究結果可為政府推動政策的效果提供量化性分析,有助於管理決策當局進行政策擬定與分析之參考。此外,透過統計計量模式估算結果,並可協助冷氣機廠商分析產品的能源效率與價格競爭力,可做為商業經營策略之考量。

- Abatract
- The purpose of this paper is to evaluate the effectiveness of compulsory energy efficiency rating policy in Taiwan. By using the administration data from the implementation of the policy, this study focuses on the products of air-conditioner. Our works first study the industry market structure and concentration by using the measure of Herfindahi-Hirschman Index. Second, by using non-parametric regression, this research is to observe the changing in energy-saving technology. Also, by using the parametric regression model, this study is to find the determinants and to estimate the magnitudes of energy consumption. Finally, we perform the Hedonic price model and demand analysis to estimate price elasticities of demand and to evaluate the relation between the sales and the energy efficiency rating. Our empirical results not only provide the quantitative analysis to help the government in evaluating the effectiveness of policy implementation but also offer the available information to enhance the decision-making process for the manufacturing.
