- 本研究針對歐盟能源社群(Energy Community)最新發展趨勢進行探討。首先分別以美國、歐 盟、德國和我國為例概述電力市場之演進與現況,接著探討歐盟2018年的2001號及2019年的944號 兩個指令,為促進歐盟各國發展「能源社群」而建立的歐盟法制框架,並詳細分析能源社群在歐盟 發展的各種商業模式及案例,再以此為他山之石,為我國電力產業發展能源社群、建構此種新興生 態提出一些啟發及可能遇到的挑戰。最後,建議我國可參考歐盟推動能源社群的作法,藉由法制基 礎建設的改革,賦予公民及能源社群相關權利與義務,落實分散式綠電新興生態的電業監理以促進 其健全發展,逐步實現能源數位轉型與公正轉型。

- Abatract
- This study discusses the latest development trend of the EU energy community. First of all, we take the United States, the European Union, Germany and Taiwan as examples to summarize the evolution and current situation of the power market, and then discuss the two EU Directives 2019/944 in 2019 and 2018/2001 in 2018, the EU legal framework established to promote the development of “energy communities” in EU countries. Then, we analyze the various business models and cases of energy communities in the development of the European Union, and take this as another cornerstone to put forward some inspiration and possible challenges for the Taiwan power industry to develop energy communities and build such emerging ecology of the electricity industry. Finally, it is suggested that Taiwan government can refer to the European Union’s practice of promoting energy communities, through the reform of the legal infrastructure, enabling citizens and energy communities with relevant rights and obligations, promoting electricity regulatory and governance for the development of distributed
