摘要
巴黎氣候會議甫於2015年12月12日落幕,這是人類史上首次對氣候變遷的風險做出的政治承諾。此協定除了展現各國的政治決心,也象徵著更多彈性與務實的設計,對許多已開發和開發中國家而言,最終通過的巴黎協定毋寧是各方都能接受的最大公約數。此外,巴黎協定的法律拘束力也做出創新的制度設計,一改過往由上而下的減碳壓力,改為透過由下而上的全球氣候行動共同應對人類本世紀的最大威脅。另一方面,我國雖然非《聯合國氣候變化綱要公約》(UNFCCC)會員國,但我國仍展現積極減碳的決心,無論是《溫室氣體減量及管理法》及預期自主減碳貢獻(INDC)所訂定的減碳目標都須付出相當大程度的努力才能達成,但我國目前的環境治理、能源治理與產業轉型都遇到某種程度的窒礙。因此,我國各部會應當正視國際社會的減碳壓力,進行跨部會的整合協調,共同研擬氣候變遷戰略,並依此擬定減排政策、能源政策及產業政策,從國家層次應對人類在本世紀的最主要挑戰,除了響應地球公民的責任,也可協助我國在兼顧永續發展、民生福祉下實現對於國際社會的減碳承諾。

Abatract
The 21st session of the Conference of the Parties to the UNFCCC has closed on 12 December 2012 and reached a consensus in Paris Agreement firstly showing political commitment in response to the risk of climate change. It doesn’t only express the unanimous firm will but also a sign of implementation with more flexible and practical approaches. The Agreement is founded on a common base accepted by either developing or developed contract parties. Its innovative design of legally binding is different from current top-down push in emission reduction but volunteer bottom-up actions to mitigate the biggest threat due to climate change. To respond the proposed new global pact, Taiwan, even if outside of the UNFCCC contacting groups, has endeavored to deal with the emission by setting its INDC and corresponding legal framework such as the Greenhouse Gas Reduction and Management Act. It needs great effort and time but the goal would not be achievable if the currently stuck situation in this island in governing of environment, energy, and transformation of industry could not be improved. The governmental agencies in Taiwan should seriously consider the impact of pressure suffering from the international community and work together initiating negotiations in between to integrate all efforts in different aspects to conclude and implement corresponding policies. It is not only a must in a state level to fulfil the commitment of emission reduction taking the obligation as a citizen on this planet, but also helpful to fit the needs for our sustainable development in the long run.
