摘要
為加速物聯網(Internet of Things, IoT)與大數據(Big Data)發展,實現數據經濟(Data Economy)價值,各國相繼推動開放資料(Open Data),進而有所謂智慧揭露(Smart Disclosure)政策的推展,和不少應用在電力服務的成功案例。本文即透過探討各國智慧揭露政策與電力服務個案,據此歸納智慧揭露應用於電力服務之關鍵要素,進而提供產官學研各界相應之建議,期望電力使用等數據可被善加運用,衍生豐富的經濟與環境效益。研究結果顯示,智慧揭露應用於電力服務的關鍵要素,可從三大面向歸納如下:(一)資訊平台之規範面:規範格式標準、保障隱私安全;(二)企業發展之服務面:建構選擇引擎(Choice Engines)、導入行為科學(Behavioral science)、運用人工智慧(Artificial Intelligence, AI)、提升信任關係;(三)政府單位之推動面:強化市場誘因、促進企業投入。

Abatract
To expedite the development of IoT (Internet of Things) and Big Data so as to realize the value of Data Economy, efforts have been made around the world to promote Open Data which has led to the so-called Smart Disclosure and various successful applications to power services. This paper attempts to investigate the implementations of Smart Disclosure policies in some leading countries and the correspondent cases in power services, which are used to summarize the key factors of Smart Disclosure applications in power services. Recommendations are provided which are expected to facilitate the uses by industries, government and academic circle to create economic and environmental effects. Research results show that key factors of the applications of Smart Disclosure to power services can be summarized from three aspects: (1) regulation of information platform: set up the formatting standard to protect privacy; (2) development in business service: construct Choice Engines, integrate Behavioral science, utilize Artificial Intelligence, intensify trust relationship; (3) promotion by government agencies: increase market incentives to enhance business involvements.
