我國節能技術服務產業現況與發展規劃分析

摘要
推動節能減碳工作、減少能源消耗並提高能源使用效率,已成為世界各國重要施政目標之一。節能技術服務企業(或稱能源技術服務企業 energy service company, 簡稱ESCO)係為提供能源效率全方位改善服務之企業型態,諸多先進國家已積極推廣ESCO模式的運用,並為節能減碳活動提供不斐的成效。為期進一步了解目前我國節能技術服務產業現況,並為該產業的發展規劃進一步分析建議,本研究多方向訪談與調查節能技術服務企業高層主管,問卷調查滲透率為全國節能技術服務企業的37.65% (= 90家/239家)。調查內容分成節能技術服務企業之經營概況分析、技術產品類型、人力現況分析、財務融資議題與發展規劃分析等五大議題。調查結果推估,2014年度整體節能技術服務產業總產值估計約為新臺幣120.69億元,年成長率約12.79%。而2015年因國際能源價格走跌,且世界經濟成長率已有走緩趨勢,諸多節能技術服務業者表示2015年臺灣地區節能技術服務的營業收入有微幅下跌現象,統計推估2015年總產值約為新臺幣117.37億元。本計畫運用區間加權平均法估計,2014年度產業獲利率平均數約為9.45%,2014年度平均每案節能技術服務契約之節能率約為35.74%。本研究建議,因節能技術服務企業與金融機構已能漸次接受專案融資,因此節能專案融資的推廣與節能工程的保險規劃將是未來發展的重點。且因大部分主管表示該公司未來仍要增加業務投資規模,因此政府仍須加大節能產業輔導措施,並提供海外輸出業務發展的機會。

Abatract
The project of energy service and saving companies (acronym: ESCO) is a commercial or non-profit business providing a broad range of energy solutions including designs and implementation of energy savings projects, retrofitting, energy conservation, and energy infrastructure outsourcing management. The 2015 research collected 90 Taiwan ESCOs’ data and owned 37.65% industrial penetration. The survey investigated more relevant information about the business overview and technical types of ESCOs, especially focused on frequent difficulties in human resources, financing, and development planning analysis. We first conducted the questionnaire survey and a series of depth interviews to top professional managers of Taiwan ESCOs. The advanced statistical analysis is implemented to estimate the potential outputs of ESCO industry about NT$ 12.069 billion in 2014. However, the total output values is decreased as NT$ 11.737 in 2015 due to the violently falling in energy costs. We also made use of weighted average method to calculate the average value of industrial profit margins about 9.45%, and the average energy saving rate of ESCO projects is about 35.74%. On the other hand, the 51.89% of ESCOs would plan to extend the investment scale about next 1~3 years. By applying empirical international cases analysis, this study tries to provide some rational and feasible strategies in ESCO industry.
