摘要
近年來因全球暖化、碳排放管制與核能爭議的觸發下,電力公司由供給端增加電力日益窘迫,轉而從需求面進行節約或調節電力使用,逐漸成為國內外電業重視的焦點與課題。在此趨勢下,伴隨我國電業自由化後可能帶來的衝擊,傳統公用售電業面臨能源轉型的鉅大挑戰。有鑑於此,電業透過提升用戶電能資料驅動服務,將有助因應未來電力市場的變動並提升自身競爭優勢。但傳統電業受限於法規與制度,無法有效推行電能資料驅動服務,需要能源資料服務廠商協助推行。本研究蒐整國際電業與能源服務商策略結盟,為用戶電能資料進行加值應用的案例。解析電業所處的環境與背景、資料加值應用技術與合作經營模式。評估該應用於我國電力環境可能遭遇的限制與挑戰,研擬在我國電力市場環境下適用的電能資料驅動加值服務。並剖析目前電業環境下,能源資料服務廠商短中長可行之期發展方向,最終建構電力市場自由化後能源資料服務商與電業間可行之合作模式。

Abatract
In recent years, electric power companies have been increasingly short of electricity because of global warming, carbon regulation and nuclear disputes. As a result, electric power companies turn to save or regulate the use of electricity from the demand side. And this has gradually become the focus and subject of domestic and international electric industry. In this trend, with the potential impact of the liberalization of Taiwan's electricity industry, the traditional public electricity industry faces a huge challenge of energy transformation. And in view of this, the electricity industry will be better to cope with future changes in the electricity market and enhance their own competitive advantage by upgrading the user power data-driven services. However, the traditional power industry is limited by laws and regulations and cannot effectively implement power data driven services, so it needs the assistance of energy data service providers. This study collects strategic alliances between international electricity providers and energy services providers. It not only provides the case of value-added application for user electric data, but also facilitates the analysis of environment and background, data value-added application technology and cooperative operation mode of the current electricity industry. In addition, this study can also evaluate the limitations and challenges that the application may encounter in Taiwan's power environment, so as to study driven value-added services data of the electric power applicable in Taiwan 's power market environment. At the same time, it will be also very effective to analyze the development direction of short, medium and long feasible period of energy information service providers in the current electric environment. Finally, a feasible cooperation mode between energy information service providers and the electricity industry after the liberalization of the electricity market will be constructed.
