- 隨著全球經濟和電力市場的迅速發展,傳統的電力系統模式以及用戶電網的實際運行需求情況所帶來的一些問題也日益突出。目前我國90%以上的能源需求須仰賴國外進口且傳統的火力及核能電廠興建不易,因此在台電電源開發方案當中已規劃2025年將現有的核能電廠全數除役,故尋找可靠的替代能源更顯重要如再生能源的發展。然而,隨著我國再生能源於電網之占比逐漸增高時將造成電網運轉之安全性與穩定性問題。因此,借鏡他國實際經驗便顯得十分重要。若以亞洲再生能源發展大國-日本而言,日本於2011年福島核災過後,因應環保意識抬頭以及人們對於核能安全的疑慮,便積極推動再生能源的發展。然而再生能源具有間歇性發電之特性,其包含著能源的波動性、隨機性或不可控等狀況,將可能導致風力發電、太陽光電這些高占比再生能源併網時造成電力系統之衝擊,使得日本的電力公司一度發起拒絕再生能源併網的措施以保護電網安全。為降低上述大規模再生能源併網可能造成的電網運轉風險,日本於2012年陸續推動「大容量蓄電系統緊急實證事業」、「大容量蓄電系統供需平衡改善實證事業」、「促進離島地區再生能源擴大導入之儲能電池實證事業」等大型儲能示範場域建置計畫,藉由儲能系統提升系統之電力品質。本文彙整日本三個大型儲能示範計畫與所推動的五個示範場域之驗證項目與相關應用成果,這五個示範場域共由九州電力、東北電力、北海道電力、中國電力等四間電力公司主導,研究成果可供國內未來發展大型儲能系統之重要參考依據。

- Abatract
- With the rapid development of the global economy and electricity market and enhancement of people’s awareness of environmental protection besides the great support of the national policy. Taiwan is relies heavily on imported energy over 90%. However developing self- independent renewable energy resources will be the primary focus for Taiwan. Therefore, the Taipower development program which has been planned in 2025 that will decommission the existing nuclear power plant. It is more important than the search for reliable alternative energy. In the future, with gradual increase in the proportion of renewable energy in Taiwan, the safety and stability of grid-connected operation will be caused. Therefore, it is very important to refer form actual experience of other advanced courting. Japan had a nuclear disaster at Fukushima in 2011, due to the rise of environmental awareness and people for nuclear safety concerns, and actively promote the development of renewable energy. It had promoted large-scale energy storage system demonstration site construction project 2012, though the energy storage system to enhance the system of power quality. This paper summarized the three large-scale energy storage demonstration projects in japan, including Kyushu Electricity Power Company, Tohoku Electricity Power Company, Hokkaido Electricity Power Company, and Chugoku Electricity Power Company. Research results will develop the large-scale energy storage system for the important reference in Taiwan.
