摘要
臺南沙崙智慧綠能科學城,以創能、節能、儲能、系統整合為四大主軸,期望藉由營運機制,建構綠能領域之產業鏈、人才鏈、資金鏈、技術鏈,以帶動區域發展,成為實踐能源轉型所需科技創新基地。本文建議,就沙崙智慧綠能科學城之營運管理機構,得定位為「協調」或「鏈接」者,並負有開展一站式服務、專業諮詢(技術、稅務、法務、專利等)、資源整合與橋接溝通、研發支援與事業化協助(技術移轉、資金補助、創業支援等)、專案計畫之爭取與整合組織機構共同執行等業務。為達成前述之任務,建議營運初期得以採取行政法人組織型態,再藉由績效評鑑制度,審酌是否朝私法人形式改制。後續推動,建議得參考日本經驗之特區制度,以特定區域實驗為對象,提出法規調適及政策支援措施,並評鑑考核實施成效,再將其成果擴散至全國。

Abatract
With energy creation, efficiency, storage and system integration as its four major themes, the aggressive project of Shalun Smart Green Energy Science City (SGESC) has been designed as an ecosystem for fostering the innovations in achieving energy transformation and regional development by interconnecting chains of industries, talents, finances, and technologies. To realize its potential, this paper proposes that the operator for SGESC is best positioned as a “coordinator” and a “networker,” providing one-stop services including profession consultancy (for technology development, taxation and legal advices, and intellectual property protection), resource integration and mediation, assistance to R&D and industrialization (e.g., technology transfer, funding, business launch), and project competition and execution. This paper also suggests that, for the initial phase of SGESC, the operator is preferably organized as an administrative corporation. Then, through performance evaluation, it may be determined subsequently whether the transformation for further privatization is required. The paper also proposes that Japan’s “special zone” design seems to be a good reference model, where a friendly regulatory framework and supporting system is devised and augmented by an evaluation mechanism within a specific experimental area, whose experience is then replicated to the rest of the country.
